Annette Turner Duggan

Annette Turner Duggan has over 20 years’ experience working in and providing consultancy services to the emergency service and management sectors.  She has a current and robust knowledge of the Australian and International emergency management and disaster risk reduction environments, frameworks, contexts, and initiatives.

Annette has held senior roles where she worked with members of police, fire services and emergency services to progress initiatives which were focused on improving the security and safety of the community.  Annette is a highly experienced senior executive with specialisations such as business management, capability, organisational, people, team and learning development.  Known as a hardworking and innovative professional who utilises her skills in a capacity where her industry expertise, along with passion for public safety leadership, public policy, people and planning can best be utilised to achieve quality outcomes and services.

While located in the Northern Territory (NT), Annette was an emergency management volunteer with the Australian Red Cross – NT for 5 years.  During her time as a volunteer, Annette was involved in a number of recovery responses including Daly River evacuations, Tropical Cyclones (TC) Marcus and Trevor, TC Debbie, 2020 Victorian Bushfires and initial NT COVID-19 Mandatory quarantines.  She also created and facilitated a number of exercises to develop the knowledge and skills for volunteers, as well as the of Incident Management Team processes. During her time as a volunteer, Annette completed training as an Incident Controller, Planning Officer and was awarded as the 2020 NT Emergency Services Volunteer of the Year.  She has also completed Public Information Officer training.

Annette has been developing training materials and facilitated learning programs for a number of years.  The subjects and programs that Annette has developed include Emergency Risk Management, Understanding Domestic Violence, Leadership and Management, Skilling for Community Recovery.

Annette has a completed a Master of Emergency and Disaster Management, a Master of Arts (Organisational Communication), and units of competency from an Advanced Diploma of Public Safety and Emergency Management . She also has a Bachelor of Training and Development, Certificate IV in Training and Assessment and is currently enrolled to complete a Doctor of Philosophy (Intergrated).
